The CORVA Office Accreditation Program was initiated in 2019 to coincide with the 100th anniversary celebration of the Commissioners of the Revenue Association of Virginia.

Whereas the Master Certification programs recognize the accomplishments of an individual Commissioner or Deputy, the Office Accreditation (OA) program recognizes the continued level of excellence in performance for the overall local office.

While the program is closely tied to the Master Designation program, and many of the Office Accreditation standards match those for Master Commissioner designation, the program was also designed such that a particular office may earn or continue to meet accreditation standards when a new Commissioner enters office, providing the Commissioner and overall office meet the requirements.

The program requires initial application and audit, along with annual reapplication.

  • The Commissioner of the Revenue/principal office or members of the office staff must have completed and passed the required number of courses for the Master Certification Program administered by the Weldon Cooper for Public Service at the University of Virginia.
  • The Office of the Commissioner of the Revenue has at least the minimum number of employees, as determined by population, enrolling and participating in the Certified Deputy Commissioner of the Revenue Program administered by the Weldon Cooper Center at the University of Virginia.
  • The Office of the Commissioner of the Revenue has established and implemented written customer service policies addressing customer expectations and the means by which they shall be met.
  • The Office of the Commissioner of the Revenue has established and implemented written policies for assessment methodology to ensure local assessments are administered in a professional, uniform and equitable manner.
  • The Office of the Commissioner of the Revenue has established and implemented written policies for appeal, to provide taxpayers with a consistent, defined course of action when disputing a local assessment or valuation for which this Office is responsible.
  • The Office of the Commissioner of the Revenue has consistently provided the Treasurer with the personal property book on a timely basis and in proper format, pursuant to codified requirements.
  • The Office of the Commissioner of the Revenue has established and implemented a written Confidentiality Policy for compliance with all codified secrecy requirements.
  • The Office of the Commissioner of the Revenue has implemented a written policy for handling requests for information, pursuant to the Freedom of Information Act.
  • The Office of the Commissioner of the Revenue has established and implemented an objective and systematic process of discovery for local ad valorem and excise taxes.
  • The Office of the Commissioner of the Revenue adheres to and maintains strict compliance with the Standard of Ethics of the International Association of Assessing Officers.
  • The Office of the Commissioner of the Revenue has developed and implemented written personnel policies consistent with applicable state and federal law addressing leave and attendance, equal opportunity, sexual harassment, recruitment and selection, and employee disciplinary procedures; or has adopted local government policies that meet the same standard.
  • The Commissioner of the Revenue has certified there is no indication of inconsistencies, shortcomings or illegal acts in the office.
